What is the Defenition of RURAL and URBAN

My village is situated 6kms to city exchange which is Urban, but one exchange which is 2kms from my village is Rural. I choose the home combo plan limited 850 with a speed of 1mbps which never reach to me (only 256kbps). BSNL told me that its not possible for 6kms and will never gonna to get more then 256kbps as BSNL policy only for 3kms. The rural exchange of 2kms has good speed but I am connected only with this city exchange and there is no line to connect to 2kms rural exchange. When I asked the BNSL people to shift my plan to "Rural USOF BB Plans (Limited /Unlimited) for Rural Home & All Rural", they told me I am not in rural zone and this plan is for rural and not for urban. I am suffering between rural and urban defenition. Anybody can help me as in original I m in rural but suffering being attached to urban zone. Waiting somthing fruitful replies from experts.

I have a business ADSL connection in our office that I took because a static IP was needed. If you are on a limited data limited download plan (Rs 899 for 6G download and similar plans), then your nightmare starts now. Keep a close eye on usage shown on My Airtel control panel on their website. They will charge you for data download even on the days your modem was switched off. We were charged for download on Holi and Diwali among other holidays last year, when our office was locked and all computers and routers were switched off. Is it possible to download something when router is switched off along with all computers in the office? Airtel thinks that it is possible and charge whatever amounts it likes for that.

ok here is the review...
call quality/network - good. crystal clear voice.
camera- awesome . much better than galaxy 3...but yea it lacks flash...
gps- superb.. gps was able to track my location indoor... :)
wifi- its bit weak.. doesnt got disconnected but it was showing less bars.
battery life- cant comment on that. its pathetic..lol as all android phones have.. but who cares. hehe
and regarding menu...there was no lag ,
there are many background apps running and still no lag whatsoever :D

and yea i played the angry bird game without any lag :)
damn there are so many lg pre installed apps ... cant even uninstall them..
