Actually, its a long story. Thing is mtnl 3g is cheap, and I tend to use a lot of data, and getting mtnl postpaid in Gurgaon means traveling half way across the city to the sanchar haat and since I can't drive, yet , someone has to take me there, and that needs a lot of convincing :P (mtnl's rep +distance) hence, it took me so long :D

1. Yes - in a nutshell because it's taking a very inefficient route, getting from India to California (as is the case with Facebook, Twitter etc) or Oregon (as is the case with your original speedtest result) going via the Middle East, Europe, then the continental US - you can imagine the aggregate traffic that we (India) are competing with... the way it's being done is like being last in line on a water pipe with several flowing taps in between you and the source... all you end up getting is a dribble.

2. At the moment, not great, but I know that the reason is because of a switch in my own ISP's network needing replacement (long story short, I have a close relationship with the guy who oversees that network, and this is what he told me on Blackberry a couple of hours ago http://imgur.com/56xFw). A few days ago while testing our 10mbit/s plan, I was receiving decent speeds to both Europe and the US, as per http://speedtest.net/result/1710783762.png, http://speedtest.net/result/1709783414.png and http://speedtest.net/result/1709780872.png for example.

As far as the International lines being broken, as I mentioned, I think something is broken at Tata in Mumbai based on the traceroutes - you'll notice on your previously posted images that hop #9 and #10 have BIG jumps in ping times (note the traces for Facebook, Linkedin and Twitter) - this *shouldn't* be happening.

Results will vary from ISP to ISP, as Tata isn't the only upstream provider. In my case, my traffic to the aforementioned websites currently traverses Bharti's network to the US by default instead of Tata, and as a result I am able to achieve better connectivity to the states (though it should be noted that this is rare these days since Bharti's international network isn't as good as Tata's anymore)... BUT, by tracing the connection to these sites over the same routes as you get with BSNL, I can see the same problems you are experiencing and hopefully come up with a rough answer as to why you're not currently experiencing the performance you should be able to achieve on your connection (I may also be wrong, but hey, I'm only extrapolating based on observation).

In short, if BSNL were to route traffic differently (either via one of the other upstream providers or utilize Tata's Global Network more efficiently) there would be no reason that you couldn't get 10+mbit/s to the states on your connection - I have achieved 8 or 9 in the past (on a 10mbit/s connection) http://speedtest.net/result/1560369993.png http://speedtest.net/result/1627119630.png http://speedtest.net/result/1673367377.png.

Your next steps would be to check London (or nearby - London servers are often busy), Lyon, Paris and Singapore - Tata has big connectivity in UK and Singapore: Tata/Bharti co-owned SMW4 terminates in London, Tata IICS terminates in Singapore, Bharti i2i terminates in Singapore - and let's not even concern ourselves with all the other cable systems in use for the moment!

Check out Channel listing on Hathway Website. If Cable Operator is creating scene, contact directly to Hathway officials and demand for Packs mentioned in website.
